The City of Pleasant Hill intends to issue a Mitigated Negative Declaration for this project. The Draft Initial Study and Mitigated Negative Declaration (IS/MND) prepared for this project will be available for public review from September 10, 2020 through October 13, 2020 at the Planning Division and through the links below. The Draft IS/MND has identified potential project issues requiring mitigation in the following areas: Air Quality, Biological Resources, Cultural Resources, Geology and Soils, Hydrology and Water Quality, Noise, Transportation, and Tribal Cultural Resources. After mitigation, the project would not have any significant unavoidable impacts, nor impacts which would be cumulatively considerable. Comments on the proposed Initial Study and Mitigated Negative Declaration should be submitted to the Planning Division in writing no later than 5:00 p.m., October 13, 2020, at 100 Gregory Lane, Pleasant Hill, CA 94523.
The proposed project is a request by Choice in Aging and Satellite Affordable Housing Associates for approval of PLN 18-0445 which consists of a General Plan Amendment, Planned Unit Development (Rezoning), Minor Subdivision, Development Plan Permit, Use Permit and Architectural Review Permit. The General Plan Amendment and Specific Plan/Planned Unit Development (rezoning) is being requested to modify a portion of the project site’s existing Semi-Public and Institutional General Plan designation to a General Plan designation of Multi-Family Residential, and the Rezoning request is to change the current R-7 Single Family Residential – High Density zoning district to a PUD Planned Unit District/Specific Plan. More specifically, the applicant intends to subdivide the single-parcel site into three legal parcels, and demolish/re-construct the scope of the project in seven phases. In addition, the development would include site improvements such as new landscape, tree preservation where applicable, parking, site lighting, and retention basin areas. The conceptual plan indicates that a total of 125 on-site parking spaces would be provided (collectively) for all three proposed parcels. The existing Choice in Aging (adult day care facility) and Choice in Learning (Montessori pre-school) facilities would be relocated on the site. Secondly, the project includes the construction of an 82-unit affordable senior housing project that would have a resulting proposed density of approximately 56 dwelling units per net/gross acre. Lastly, the final phase of the site would include development of a medical clinic and three-story assisted living facility. The site is accessed by an extensive shared vehicular easement located on a site, owned by the Concord Hospital District, but which is utilized as a parking facility by the Diablo Valley Junior College. The 4-acre project site is located at 490 Golf Club Road; Assessor Parcel Number 153-030-004; currently zoned R-7 (Single Family Residential - High Density).
Public hearing dates will be determined at a later date, with subsequent public noticing occurring at that time. The Architectural Review Commission, Planning Commission and City Council will all hold public hearings on the proposed project.
