Buskirk Avenue Improvement Phase II

In March, 2013, the City Council awarded the Buskirk Avenue Widening Phase 2 Improvement project (Phase 2) construction contract to Ghilotti Bros., Inc. The project is now underway and expected to be completed by the Fall of 2014. The Phase 2 project has an overall cost of $13.6 million of which the Contra Costa Transportation Authority (CCTA) allocated $11 million in Regional Measure J Half-Cent Sales Tax Funds towards the design, right of way acquisition, and construction of the project. Other local funds and Rule 20A funds make up the remainder of the cost.

Additionally in March, 2013, the City Council awarded a contract with Ghirardelli Associates (Ghirardelli) to perform construction management, inspection and testing material services for the construction of the Project. Ghirardelli would perform complete construction services for Phase 2 including construction management, utility and project coordination, public outreach, project administration, specialized inspection and material testing. Project Details

The Phase 2 will complement the completed Phase 1 (2005) improvements by extending and realigning the roadway south of the existing Crossroads Shopping Center intersection, ultimately creating a transportation corridor with increased capacity, improve operations and enhance circulation to meet the local and regional traffic demands along the corridor for the next 25 years.

The Phase 2 project consists of two major components: a) Rule 20A undergrounding of overhead utility facilities; and b) Construction and realignment of the new roadway with complete street enhancements.

Rule 20A undergrounding of overhead facilities: The City Council in 2007 approved and established an underground utility district, in order to remove overhead facilities and install new underground facilities within the District boundary, and adopted the PG&E policies for the Rule 20A program. The City also requested and was approved to be the “lead construction agent,” thereby allowing the City to construct the underground facilities, including the boring of sleeves for electrical conduits under the I-680 freeway, in order to accelerate the construction schedule of the Phase 2 project. This work will be reimbursed by the PG&E Rule 20A program once the work has been completed.
