We are beginning the process of designing the new Pleasant Hill Library, and invite you to a town hall meeting to share your thoughts and suggestions.

It’s no secret that libraries are changing - serving more people, and in different ways, than ever before. The new library will spark imagination, fuel potential, and connect people with ideas and each other. It will be a social and inspiring destination for everyone.

Please join us to learn about the changing roles of public libraries, contribute your ideas and aspirations, and be a part of a meaningful dialog to assist the design team in developing the Pleasant Hill Library of the future!

City Council selects Architect for design of the new Pleasant Hill Library

On Monday, September 18th, Pleasant Hill City Council selected the firm of Bohlin Cywinski Jackson (BCJ) to oversee architectural and design services for the new Pleasant Hill Community Library. BCJ is a national, award winning firm with offices in San Francisco. Their team of architects and library designers have many years of experience in major public and private projects. 

Since the passage of Measure K in November 2016, the City has been active in laying the groundwork for the construction of the new library, as well as funding public infrastructure projects around Pleasant Hill. 

In April this year, City staff issued a Request for Proposals for the design of the library. The City received 11 excellent proposals from some of the top firms in California. After extensive review of the proposals, presentations by six finalists, and site visits to meet with the final three firms, BCJ was identified as the architect with the strongest project team and with a track record of designing signature projects that create a sense of place and blend with their surroundings. 

Some examples of the design work of BCJ include the Shrem Museum of Art at UC Davis, the Presidio Visitor Center, Newport Beach Civic Center & Library, Ballard Library in Seattle, Pixar Animation Studios in Emeryville, and Mills College School of Business. They are also responsible for the design of landmark Apple stores worldwide including the one in Stanford, Palo Alto.

BCJ's team includes Margaret Sullivan Studio (MSS), a design firm specializing in programming and designing the library of the 21st century. MSS is fully committed to a robust community engagement process, including extensive workshops and focus group meetings throughout the design phase of the project. Ms. Sullivan is a national leader in the visioning, programming, and interior design of public libraries of the future. 

It is anticipated that the complete design phase of the library will take approximately 18-24 months to complete. Construction of the new building is expected to begin late 2019 or early 2020  with anticipated completion in 2021.

Background
In April 2014, the Pleasant Hill City Council established the Pleasant Hill Library Task Force to explore the need for and feasibility of constructing a new community library in Pleasant Hill. The Task Force concluded that the current library building, now 56 years old, does not meet the needs of library users and the Pleasant Hill community. 

In February 2016, at the request of the Task Force, the City Council authorized staff to conduct a survey of Pleasant Hill voters to determine support for a funding measure which would provide revenue to build a new library and make improvements to the City's infrastructure including streets, sidewalks and storm drains. With the passage of Measure K in November 2016, the City has secured the necessary funding source for these improvements to be made over 20 years, as well as the construction of the new library building.

Park District & County Agreement 
In April 2017, the PH Recreation & Park District and Contra Costa County reached an agreement for the District to purchase the 5-acre site which currently houses the library building and former Library Administration offices. The District must exercise its option to purchase by December 31, 2019. If purchased, the District has also agreed to lease back the library building to the County for library services through April 2021. The District is planning to use the 5-acre site for new recreational ballfields after the new library has been completed. 

The new Pleasant Hill Library will be constructed on a 3-acre portion of the vacant parcel on the opposite side of Monticello Avenue from the current library building. The map at the bottom of this page shows the site location of the new library as well as the proposed ball fields and potential housing project which is proposed by the County for the remainder of the 1700 Oak Park Boulevard site, adjacent to new the library site. 

Library Design Process
The City and the County are now working on an agreement for the transfer of the 3-acres at 1700 Oak Park Boulevard for the new library location. 

Concurrent with the City and County discussions, the City is moving forward with plans for the design and construction of the new library. In April 2017, the City issued a Request for Proposals from architectural firms to begin the design of the building and landscaping improvements. It is anticipated that an architect will be selected by the City Council in September 2017 to begin work in early fall. The library design process will involve extensive community outreach and engagement through workshops and public hearings.

Swinerton Management & Consulting is scheduled to be awarded the contract to oversee project & construction management through the complete design and construction of the new library.
